Surprise--Faux News doesn't think so
Here's a smarmy little article from a Fox "News" reporter who refuses to believe that an immigrant might register to vote without deliberately committing fraud, and who implies that citizenship should be denied to such applicants regardless of the circumstances.
Near the bottom, the director of the Immigration Advocates Network explains why this might be a misunderstanding rather than a deliberate fraud, but the reporter closes on an ugly note, with a skeptical election official hinting that the immigrant must be a criminal or terrrorist!
Note: I've had many students check off a voter registration box in error when they applied for a driver's license because they didn't understand what it meant. It seems quite plausible to me that an immigrant might register and even vote because he/she believed that it was a civic duty. I think it is only right that immigration should try to ascertain whether an immigrant knowingly broke the law before denying citizenship to this person.
