Priced Out of Citizenship: Proposed 75% Fee Increases to Naturalization Aim to Decrease Representative Participation in our Democracy

Today, U.S. Citizenship and Immigration Services (USCIS) published a Notice of Proposed Rulemaking (NPRM) to adjust the naturalization fees for the Form N-400, Application for Naturalization, and the Form N-336, Request for a Hearing on a Decision in Naturalization Proceedings, which allows applicants to seek review of a denied naturalization application. The proposed rule further eliminates the availability of fee waivers for both forms and ends the reduced fee option for Form N-400. Read the NPNA policy summary here.

The proposed rule will be open for public comments for 60 days until August 24, 2026.

This fee increase is the Department of Homeland Security’s (DHS) latest attack on lawful immigration pathways. Placing such high barriers on naturalization puts citizenship out of reach for many more, especially low-income lawful permanent residents, pricing them out of the ability to ultimately vote and obtain all of the benefits that come with U.S. Citizenship. The proposed rule undermines decades of work across administrations to increase access to citizenship and democratic participation—two of America's greatest acts of patriotism.
